The Homeless Partner Support Manager supervises and manages day-to-day operations, project management, partner communication, and compliance oversight of homeless programs administered by the Homeless Initiatives Department.
This position oversees the financial management of all federal grants administered by the Homeless Initiatives department as well as the project monitoring and technical assistance activities for all Homeless Initiatives programs.
This position works strategically with the Director of Homeless Initiatives to implement and evaluate MaineHousing programs, to identify areas of continuous improvement, and to support partners in ensuring Maine people obtain and maintain quality affordable housing and services suitable to their housing needs.
Education and
Experience:
Education in business, public administration or a related field and five or more years of management or coaching experiencepreferred.
Core Functions Supervise, coach, and develop staff Provide guidance to staff in performance of their job responsibilities and resolving problem situations Conduct regular coaching sessions with staff Work with staff to develop department and individual goals Determine and realize training needs of staff Grant Oversight and Monitoring Oversee, coordinate and monitor grant activities performed by the Homeless Initiatives Fiscal Team o Oversee fiscal monitoring of MaineHousing grantees for compliance with all federal grants administered by the Homeless Initiatives Department o Oversee monthly grant accounting and reconcilement with Finance o Review federal grant budgets monthly and analyze variances o Oversee grant fiscal activities and monitor grant expenditures to ensure they are in compliance with federal regulations o Provide technical assistance and ensure completion, accuracy, and compliance of work performed by staff and sub-grantees o Monitor workflow and make adjustments in work assignments as necessary o Oversee the tracking of grant activities and resources.

o Facilitate meetings with other departments to discuss workflow and implementation of new procedures and initiatives o Ensure accurate and timely implementation of new procedures and initiatives Program Design, Implementation and Monitoring Oversee, coordinate and monitor program activities performed by the Homeless Initiatives Team o Design and implement programs targeted to serve the homeless population o Provide technical assistance and ensure completion, accuracy, and compliance of work performed by staff and sub-grantees o Monitor workflow and make adjustments in work assignments as necessary o Oversee the tracking of program activities and resources.

o Facilitate meetings with other departments to discuss workflow and implementation of new procedures and initiatives o Ensure accurate and timely implementation of new procedures and initiatives o Work with staff to prepare and conduct partner trainings, including annual Emergency Shelter and Housing Assistance Program (ESHAP) Office Hours, and coordinate with third party contractors as appropriate Program & Contract Compliance Ensure compliance with all State & Federal regulations; policies & procedures (FedHOME, Mc-Kinney Vento, HUD programs) Oversee program contracts received by and executed by MaineHousing for Homeless programs Oversee the monitoring of MaineHousing grantees for program compliance and adherence to all funder requirements Assist in the development of the homeless sections of the MaineHousing annual Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance and Evaluation Report (CAPER) Partner Relations and Support Initiate and maintain relationships with internal & external partners and participate in partner meetings Investigate and respond to elevated requests from clients Oversee and provide project management of program guides and funding applications for partner shelters statewide Assist Department Director with implementation of new Homeless programs, policies, and procedures.
Provide oversight and technical assistance to various partners on current compliance standards and changes in regard to Federal, state, and local requirements related to homeless programs Other Duties:
Participate in special projects and initiatives as requested Assist the Director of Homeless Initiatives with preparation of the annual department and grant budgets Other duties as assigned Skills and Knowledge:
Demonstrated ability to effectively coach people and lead teams Experience in planning and administering public purpose programs Experience in program compliance with federal regulations Strong project management, time management, and organizational skills to meet critical deadlines Strong analytical and technical skills with the ability to interpret State and Federal rules and regulations, legal documents and various policies and procedures.
Strong computer application skills using various software (spreadsheet, word processing, database) Ability to establish and maintain good working relationships with business partners Experience communicating effectively in front of groups Excellent communication skills - oral, written, listening Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues Ability to manage and resolve difficult situations Working Conditions:
Fast paced environment with multiple priorities, interruptions & deadlines.
The majority of the responsibilities will be performed at MaineHousing during normal office hours - Monday - Friday from 8:
00am to 5:
00pm.
Telework may be made available.
