TRAINING OFFICER

This position is located in the Joint Force Headquarters (JFHQ) Army National Guard (ARNG) Deputy Chief of Staff (DCS) for Operations G3/5/7 Directorate. This is an Army National Guard dual status technician position that requires military membership, compatible military skill assignment and classification. The purpose of the position is to develop and oversee the execution of the command's operations, training plans and policies. Provides staff planning and assistance to ensure the required training readiness objectives are achieved and deployment planning and preparation requirements are accomplished. MAJOR DUTIES:
1. Formulates, oversees and evaluates overall training programs for the State. Develops short and long term training plans that support the Adjutant General's (TAG) training guidance. Issues instructions and procedures to subordinate organizations for the conduct of activities which meet the commander's training guidance and directives of higher headquarters. Establishes and monitors the conduct of a training evaluation program for subordinate organizations. Conducts and/or coordinates staff assistance visits and command level inspections in the area of training, physical security and readiness. Evaluates the mission essential task lists of subordinate organizations to ensure conformity with higher headquarters, commander's guidance and intent, Army doctrine, and regulatory requirements. Reviews training evaluation and inspection reports to identify systemic problems and trends. Determines and formulates needed revisions or improvements to training activities. Reviews training plans and schedules of subordinate organizations for approval and revision as necessary to ensure compliance with yearly training guidance. Provides technical guidance and assistance to subordinate commanders or other operations and training personnel pertaining to scheduling and conducting training. Directs the scheduling and ensures the execution of special training courses on a variety of subjects such as communications procedures, leadership courses, marksmanship training. Coordinates with external training, evaluation and assistance organizations for the conduct and evaluation of Army training to include, but not limited to, Field Training Exercises (FTX), and Command Posts Exercises (CPX). (25%) 2. Develops and prepares annual operational and training budget requirements. Recommends sub-allocations of funding for subordinate organizations in accordance with annual funding allowance and established priorities. Approves requests for reallocation based on the commander's guidance and priorities and changes in scheduled training events. Evaluates, develops, and maintains command level policies commensurate with training directives issued by all echelons of command and the commander's guidance. (15%) 3. Evaluates organizational readiness reports and makes recommendations for improvement/modification to organizational training programs. Analyzes proposed changes and determines effects on organizational readiness and the ability of organizations to accomplish assigned missions. Develops and reviews requests for changes to future authorization documents. Coordinates with other staff elements and subordinate organizations for the review and analysis of force modernization and future organizational structure and allowances. (10%) 4. Develops, reviews and adjusts command level deployment and contingency operation plans. Provides technical guidance and assistance to subordinate units in the development of deployment and redeployment plans for use in responding to local/state/national emergencies, homeland security missions, and anti-terrorism/force protection. (5%) 5. Directs scheduling and coordination for the use of training sites and facilities. Ensures coordination with logistical personnel for the availability of required equipment and supplies for training activities. Reviews and forwards requests for the local procurement and acquisition of training aids, manuals, or other instructional material not available within normal supply channels. Maintains liaison with personnel at local, state or federally operated training sites. Identifies the requirement for, directs, and/or approves organizational requests for initiation, coordination and maintenance of usage agreements for local/private training areas. Conducts or directs preliminary environmental impact assessments for training sites/areas and requests formal assessments through channels to state level environmental personnel. (20%) 6. Develops and implements Risk Management plans and programs for the command. Analyzes trends within the command and makes recommendations for changes to policies and activities to minimize risks of training activities and increase individual safety awareness. This Position may be converted to permanent at a future time with no further competition. Position may be terminated with a 30-day notice due to lack of funding. AREA OF CONSIDERATION:

Experience:
Experienced in particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position. Additionally, all applicants must have completed two years of training experiences which equipped the applicant with the particular knowledge, skills, and abilities (competencies) to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in military training centers, training programs, schools, and units. Have experiences in conducting and developing education and training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in conducting, supervising, and/or developing education and training programs. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge in conducting audio-visual presentations, educational tests and measurements, and instructing techniques is mandatory. Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experienced and effective communicator. Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experiences as a participant and presenter during training and military or civilian conference events. Experiences in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter. Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work. Experienced in subject principles and applications to students using audiovisual aids such as, mockups, graphs, training films, and film strips. Experienced in completing student progress evaluations and using training aids such as, achievement and aptitude tests and rating scales. Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment. Experienced in maintains attendance records and requisitions supplies.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
